William F. Dowling begins his eleventh season as President and CEO of the New Britain Rock Cats Baseball Club, the Eastern League, Double-A affiliate of the Minnesota Twins.  Bill is a proud son of New England-having been born and raised in Holyoke, Massachusetts-before going off to Columbia University and Boston College Law School.  Upon graduation in 1973, Bill started his legal career by serving for four years as an assistant District Attorney in Manhattan.  He later moved to the New York State Attorney General's Office where he subsequently accepted appointment as Chief of the Criminal Division, a sensitive post that he held for six years.  In 1986, Bill departed government service to accept the role of Executive Vice President and General Counsel with the New York Yankees.  Reporting directly to principal owner, George M. Steinbrenner, III, Bill's duties included the negotiation of all media, marketing, concession, labor and employment agreements associated with the operation of a major league baseball club.  In addition, Bill was responsible for the overall operation of the franchise-including management of all team personnel-while also serving as the director of the New York Yankees Foundation, the club's charitable arm.  Upon his departure from the Yankees after the 1988 season, Bill was appointed the club's outside counsel, where he handled a wide range of litigation and corporate matters for the team.  He continues to practice law at the Manhattan firm of Wachtel and Masyr, LLP.
