Recognizing that in 1947 the International League Baseball Writers Association began a Hall of Fame into which a total of 51 individuals were inducted over the course of 17 years concluding with the 1963 induction, the current Directors of the League have adopted these policies, procedures and guidelines on July 11, 2007 for the purpose of reviving this sacred institution as part of the League's 2008 Quasquicentennial Celebration to commemorate the League's 125th season of play.
While not part of the League's By-Laws and Rules, these policies, procedures and guidelines shall be housed at the conclusion of that document.
These Policies, Procedures and Guidelines shall be considered public information and made readily available to anyone interested.
The purpose of the International League Hall of Fame is to recognize individuals for their accomplishments and/or contributions to the League on the field of play or in an administrative role. This shall include but not necessarily be limited to: players, managers, coaches, team and League executives.
- Entry into the International League Hall of Fame shall be made available to anyone previously or currently associated with the League regardless of the duration of the association.
- Players must be retired from active roster status from all classifications of professional baseball for a minimum of two full seasons before becoming eligible. All non-playing candidates are eligible at anytime.
- Selection Criteria
Primarily, but not exclusively, accomplishments and/or contributions while "with the League" shall be considered when nominating, selecting or voting for potential entrants into the Hall of Fame.
Revival of the International League Hall of Fame will be a phased process consisting of Special (2007) and Transition (2008-2010) inductions conducted by unique procedures prior to beginning Annual (2011- ) inductions which will follow uniform procedures.
July 2007 - In conjunction with the formal announcement of the revival of the International League Hall of Fame, by decree of the League President and unanimous endorsement of League Directors it will be announced that former International League Presidents and General Managers Harold M. Cooper and George H. Sisler, Jr. will be inducted in an August ceremony.
2008 - On or before October 1, 2007 each team in the League will nominate up to three individuals to be considered for the Hall of Fame Class of 2008. Names will be submitted to the League President for review by him and members of the 125th Anniversary Committee who will collectively determine the 2008 class which will be announced in January of 2008. No more than 28 individuals will comprise the class. It will be a goal to conduct a
2009 - On or before October 1, 2008 each team in the League will nominate up to two individuals to be considered for the Hall of Fame Class of 2009. Names will be submitted to the League President for review by him and members of the 125th Anniversary Committee who will collectively determine the 2009 class which will be announced in January of 2009. No more than 14 individuals will comprise the class.
2010 - On or before October 1, 2009 each team in the League may nominate an individual to be considered for the Hall of Fame Class of 2010. Names will be submitted to the League President for review by him and members of the 125th Anniversary Committee who will collectively determine the 2010 class which will be announced in January of 2010. No more than 7 individuals will comprise the class.
2011 Forward - The League will induct up to three individuals (class may be larger per tie provision in VI(e)2) in an annual Hall of Fame class using procedures outlined within for the Annual Induction.
- Annual Induction
Nominations shall be received by the League President until October 1 of each year for the Hall of Fame class to be inducted the following year. Ballots will be distributed to eligible voters between November 1-15 and due back to the League President within 30 days. Announcement of the class will occur between January 15-31 each year.
- Nomination Process
- Any source with or without direct association with the League may submit a nomination to the League President. Team executives, fans, historians etc., shall be encouraged to participate in the nomination process. Nominations must be in writing and include a biographical recap of the nominee's involvement and accomplishments with the League and if a player, a detailed statistical recap of his International League career.
- A nominee shall be indefinitely eligible for consideration by the Ballot Committee.
3. While remaining indefinitely eligible, if after three years as a nominee the Ballot Committee is in unanimous agreement that due to lack of support by the Committee to place the nominee on the ballot, the nominee may be removed from active consideration by placement on the Dormant Nominee List. A nominee placed on this list can be returned to the active list of nominees under consideration for the ballot at anytime by request of a Ballot Committee member or a League Director or General Manager.
- Voting Process
As finally determined by the League President on November 1, 2010 and annually thereafter, those eligible to vote in the Hall of Fame election process will be:
- all living members of the International League Hall of Fame.
- any current member of the print media who has covered an IL team on a quasi-daily basis (beat writer) for a period of ten seasons.
- any current team radio or television broadcaster who has covered an IL team as the play-by-play or color analyst for at least 50% of the team's games per season for a period of ten years.
- any person recognized by the League President as covering the League as a beat writer or reporter (i.e. Baseball America, BAM, MLB.com, etc.) for a period of ten years.
- any person having at one time qualified under points 2, 3 or 4 who continues to cover an IL team or the League in a lesser capacity than required during the ten year period (i.e. beat writer now columnist, play-by-play announcer now part-time color analyst, etc.)
- individuals currently with the title of Sole or Majority Owner, President, Chief Operating Officer, Chief Executive Officer, General Manger or Official Team Historian who have served in one or a combination of these capacities for a period of ten years with an IL team.
- any person qualifying under points 2,3,4,5 or 6 or any combination thereof for a period of 15 years with or without an ongoing relationship with the League or a member team.
Any eligible voter that fails to return a ballot in three consecutive elections shall no longer be considered an eligible voter.
- On or before October 1, 2010 the League President will select four voting members to join him on a standing Ballot Committee. Committee members will have no defined term with any vacancy filled by a new appointment made by the League President.
- From the nominations received the Ballot Committee will annually select up to ten candidates to appear on the ballot.
- The ballot and voting instructions will be prepared and distributed to eligible voters by the League office along with supporting information for each candidate.
- Voters may cast votes for any number of individuals on the ballot.
- The top three vote getters who also receive a vote on a majority of the ballots returned will be elected. The Class will exceed three only if multiple individuals tie with the third highest vote total in excess of a majority.
- There will be a reduced size or no Class in any year in which fewer than three individuals appearing on the ballot receive votes on a majority of the ballots returned.
- Detailed balloting results will remain confidential and not made public.
Due to unique and/or unusual circumstances it may on occasion be deemed to be in the best interest of the International League Hall of Fame for a certain aspect of these Policies, Procedures and Guidelines to be waived. This may occur at anytime by a 2/3 majority vote of League Directors. The vote does not need to occur within the context of a League meeting and may be conducted via mail or electronic vote.
Changes may be made to these Policies, Procedures and Guidelines by a majority vote during any properly called meeting of the League Directors as defined by the League Constitution.
