MLB reveals balance lottery results

Order of 2013 First-Year Player Draft will be impacted
July 18, 2012
Major League Baseball announced this afternoon the results of its first-ever Competitive Balance Lottery, which will impact the order of the 2013 First-Year Player Draft. The drawing was conducted earlier this afternoon at the studios of MLB Network in Secaucus, N.J., where the results were announced on MLB Network's The Rundown.

The Competitive Balance Lottery, which was agreed upon as a part of the 2012-2016 Basic Agreement between MLB and the Major League Baseball Players Association, gives Clubs with the lowest revenues and in the smallest markets the opportunity to obtain additional draft picks through a lottery. The 10 Clubs with the lowest revenues and the 10 Clubs in the smallest markets were entered into a lottery for the six selections immediately following the first round of the First-Year Player Draft. The eligible Clubs that did not receive one of the six selections after the first round, and all other payee clubs under the Revenue Sharing Plan, were entered into a second lottery for the six picks immediately following the second round of the First-Year Player Draft. A club's odds of winning the lottery were based on its prior season's winning percentage. The results of the Competitive Balance Lottery are as follows:

Round A
(Following First Round)
1)  Kansas City Royals
2)  Pittsburgh Pirates
3)  Arizona Diamondbacks
4)  Baltimore Orioles
5)  Cincinnati Reds
6)  Miami Marlins

Round B
(Following Second Round)
1)  San Diego Padres
2)  Cleveland Indians
3)  Colorado Rockies
4)  Oakland Athletics
5)  Milwaukee Brewers
6)  Detroit Tigers

The Arizona Diamondbacks, the Baltimore Orioles, the Cincinnati Reds, the Cleveland Indians, the Colorado Rockies, the Kansas City Royals, the Miami Marlins, the Milwaukee Brewers, the Oakland Athletics, the Pittsburgh Pirates, the St. Louis Cardinals, the San Diego Padres and the Tampa Bay Rays were the 13 eligible clubs for the Competitive Balance Lottery, while the Detroit Tigers were added to the pool of clubs eligible for Round Two.

Picks awarded in the Competitive Balance Lottery may be assigned by a club, subject to certain restrictions.
