FREDERICK, MD -On Monday afternoon, Baseball America announced its Top 20 Carolina League prospect list for 2019 and Frederick Keys starting pitcher was ranked No. 1 on the list. It marks the second straight year where Hall was recognized as a league's top prospect per Baseball America. In 2018, he was recognized as the South Atlantic League's top player.
According to the publication's report on Hall, "Hall's 96 mph fastball, changeup and curveball all have plus potential. He found the zone in the Futures Game in Cleveland, throwing eight strikes in 12 pitches to retire the side in order."

Asked about Hall, Wilmington Blue Rocks manager, Scott Thorman, added "He has a big-time fastball/breaking ball combo. He's in the upper 90s. He competes and he has the ability to strike people out."
Hall led the Carolina League in strikeout percentage (33.5%) and strikeouts per nine innings (12.94) among CL pitchers with at least 80 innings. To go with this, he ranked fifth in the Carolina League in strikeouts (116) despite throwing just 80.2 innings.
For the season, Hall went 4-5 with a 3.46 ERA in 19 games (17 starts). In 80.2 innings, he allowed 33 runs (31 earned) and just 53 hits. Hall was selected by Baltimore in the first round (21st overall) of the 2017 draft out of Valdosta (GA) High School.
