Track international free agent signings

With the signing period open, see where top prospects will play

Thursday, July 2, marks the first day on which international free agents (i.e. players from outside the United States, Canada and Puerto Rico) can sign with Major League organizations. This pool of players includes those who are going to turn 17 before Sept. 1 or are already at least 17 years old but have yet to sign a contract with an MLB organization.

Similar to the Draft, each organization has a signing bonus base of $700,000 that it can spend on such players in each signing period (from July 2 of one year to June 15 the next) along with a designated bonus pool based on its Major League record the previous season. The D-backs technically have the biggest pool this season at $5,393,900, and the Angels have the smallest at $1,968,600, although neither will be able to use them because of the following: Teams face tax penalties for going beyond these pools, with the most severe being a 100-percent tax on the overage and restrictions from signing players to a bonus of more than $300,000 in either of the next two signing periods. That is the penalty for any team that exceeds its bonus pool by at least 15 percent (there are also lesser penalties for teams who go over their bonus allotment by less than 15 percent). The Red Sox notably incurred this penalty when they signed Yoan Moncada to a $31.5 million bonus during the offseason. The Yankees, Rays, Angels and D-backs went over their pools by 15 percent last season and also face the $300,000 limit this year and next.
